An Architectural Change Request application must be submitted for all additions or changes to a Unit Owner’s landscaping.  Requests must be submitted through the Management Company, in writing. No verbal request will be considered.  All change requests must be approved by the Board of Managers before any work can begin.

A summary of the current CSV landscape contract includes the following:

  1. Weekly cutting and grass trimming.
  2. Monthly weeding of common area and front garden beds except for privately added beds.
  3. Twice a month trimming of the area along the Retention Pond.
  4. Shrub trimming twice per season; late June – early July and late September – early October.
  5. The HOA also provides for a seasonal weed & feed program.

 

Although the HOA maintains all common area landscaping, the unit owner shall keep and maintain all portions of that unit’s property in a neat, orderly, and well-kept manner. Please help to maintain the beauty of the community by watering and nurturing the plants and trees on your property, especially when they are newly planted.  The HOA will be responsible to remove dead trees and shrubs originally installed by the Sponsor or the HOA. They will not be replaced if the planting warranty has expired.   Replacement of trees and shrubs is the unit owner’s cost afterBOM approval of a submitted architectural form. The replacement landscaping shall be the unit owner’s responsibility to maintain.

Landscaping includes any (organic materials only) plants, trees or rock. All common area landscaping should generally be left undisturbed. Unit owners may plant annuals, perennialsand shrubs in their front garden beds. Any permanent changes to a unit’s front landscape beds must have an architectural change request submitted and approved by the BOM.  Unit Ownersmay add a back yard garden bed and/or additional trees in backyard common areas subject to approval from the Board of Managers.  Maintenance of these plantings is the Unit owner’s responsibility.

Mulch is NOT included in the seasonal contract. At the Board of Managers discretion, mulch may be provided to all common areas excluding individual garden beds in front of each Unit. Mulch is not provided for garden beds in front of the Units or any owner installed planting beds in the rear of the units.  There are currently two choices for ground coverings: black mulch and 1” to 3” river rock or decorative stone.  Mulching of the front garden beds and along sidewalksand any Unit Owner installed planting beds is optional and at the Unit Owners discretion and at their cost. However, if unit owner/s choose(s) to mulch, weed, trim, etc., CSV will not beresponsible for the cost of labor, materials or maintenance.  Additional services, such as trimming and weeding are available through the contractor of choice at the unit owner’s cost.

Since landscaping is a design element, consideration should be given to the relationship to the unit owner’s unit and adjacent units. This is especially true for all shared areas. In the event a dispute occurs between neighbors, and as long as the project is conforming with the CSV rules, reasonable efforts should be made to settle differences prior to any intervention from the BOM.

If Management Company or the BOM is notified that a project does not meet these basic requirements, it is the unit owner’s responsibility to bring the project into conformance. Should this happen, the unit owner will have no more than 30 days to correct the issue, and fines may be levied by the BOM.
